Fibre Council Europe joins the DNA Europe Alliance

Working together with five other founding organisations to advance Europe’s digital future through fibre and effective competition.

About DNA Europe

Launched on 12 October 2026, DNA Europe – the Digital Networks Alliance for Europe brings together six European and national industry organisations representing fibre and broadband network operators, alternative telecommunications providers and other stakeholders across the connectivity sector.

Fibre Council Europe is one of the Alliance's six founding organisations, joining forces with industry partners to advocate for an ambitious Digital Networks Act (DNA) that strengthens Europe's competitiveness through a clear transition from copper to fibre and effective competition.

DNA Europe is an informal and temporary coalition focused on two shared policy priorities. It provides a common voice for its members on the Digital Networks Act, while each organisation continues to pursue its broader policy and advocacy activities independently.

Two priorities for Europe's connectivity future

An ambitious transition to fibre and a strong pro-competitive framework are essential foundations for Europe's long-term digital competitiveness. DNA Europe calls on EU co-legislators to safeguard and reinforce these two objectives.

PRIORITY 01

A clear and mandatory pathway out of copper

Europe needs an ambitious, transparent and predictable transition from legacy copper networks to future-proof fibre infrastructure.

DNA Europe calls for a rule-based copper-to-fibre transition mechanism that guarantees non-discriminatory migration and ensures effective access conditions for other providers.

PRIORITY 02

Preserving effective competition

A competitive connectivity market is essential to encourage innovation, support investment and protect end-user choice.

DNA Europe advocates for a strong pro-competitive regulatory framework in which National Regulatory Authorities retain the tools and flexibility needed to apply effective, market-specific and proportionate remedies to operators with significant market power.

Why it matters for Europe's digital future

Europe's digital competitiveness increasingly depends on ultra-fast, resilient and future-proof connectivity.

As artificial intelligence, industrial digitalisation and data-intensive technologies continue to develop, fibre networks will play an increasingly important role in supporting innovation, economic growth, resilient infrastructure and connected communities.

The Digital Networks Act represents a significant opportunity to establish a regulatory framework that encourages long-term investment in modern connectivity infrastructure while ensuring that competition remains effective.

DNA Europe considers the European Commission's proposal an important starting point on the transition to fibre and the preservation of competition. The Alliance calls on EU co-legislators to maintain and reinforce these objectives throughout the legislative process.

DNA Europe's response to MEP Kobosko's draft report

DNA EUROPE | JOINT STATEMENT | 26 OCTOBER 2026

DNA Europe welcomes the publication of MEP Michał Kobosko's draft report on the Digital Networks Act

DNA Europe welcomes the publication of the draft report presented by Rapporteur Michał Kobosko, recognising progress on the Alliance's two shared policy priorities while highlighting areas requiring further work.

Copper-to-fibre transition

The Alliance welcomes the clearer process and defined timelines for copper switch-off, while emphasising the need for a mandatory transition across Europe.

Effective competition

The proposed approach to regulatory remedies, commitments by dominant operators and market recommendations requires further consideration, to ensure national regulators retain sufficient flexibility and the full range of regulatory tools.

DNA Europe and its members look forward to engaging constructively with the Rapporteur and Shadow Rapporteurs to build on the ambition shown in the report.

This statement reflects DNA Europe's collective position on the draft report.

Six founding organisations, one shared vision

DNA Europe brings together six European and national industry organisations committed to strengthening Europe's connectivity framework.

Fibre Council Europe joins DNA Europe. Founding organisations: Fibre Council Europe, ANGA, BREKO, ecta, Swedish Local Fibre Alliance and VATM.

The founding organisations are ANGA, BREKO, ecta, Fibre Council Europe, the Swedish Local Fibre Alliance and VATM. Together, they advocate for a predictable transition to fibre and a regulatory framework that promotes effective competition across the European connectivity market.

Fibre Council Europe's role in DNA Europe

As a founding member of DNA Europe, Fibre Council Europe contributes its expertise in fibre deployment, investment and regulation to the Alliance's shared advocacy efforts.

The Council supports the Alliance's common objectives while maintaining its own independent policy positions and wider regulatory engagement.

“Fibre Council Europe supports the objectives of DNA Europe Alliance. Bringing fibre to every business and citizen everywhere in Europe requires a regulatory framework which incentivises investment, fosters effective competition and accelerates copper switch off.”

Frequently asked questions

What is DNA Europe?

DNA Europe is an informal coalition of European and national industry organisations advocating for a Digital Networks Act that supports the transition from copper to fibre and safeguards effective competition.

Is DNA Europe a new industry association?

No. DNA Europe is an informal and temporary coalition focused on shared priorities concerning the Digital Networks Act. It does not replace or duplicate the broader work of its founding member organisations.

Does DNA Europe support the European Commission's entire proposal?

The Alliance considers the Commission's proposal a positive starting point on its two core priorities. It advocates for the mandatory transition to fibre to be preserved and the ex ante competition framework to be strengthened.

How does DNA Europe differ from its member organisations?

DNA Europe coordinates advocacy on selected policy priorities agreed by its founding members. Each organisation remains independent and continues to develop and communicate its own positions on wider regulatory and industry matters.

Can other organisations engage with DNA Europe?

Yes. DNA Europe welcomes dialogue and cooperation with industry organisations that share its vision for a competitive, future-proof European connectivity market.
